JACKSONVILLE, Fla. — The massive police presence near Settlers Landing concluded Tuesday morning with an arrest. Jacksonville Sheriff’s Office said SWAT was called to the home on Exline Road Monday night for a barricaded subject. That person later surrendered without incident, JSO said.
For much of the night Monday, the area had heavy police presence with officers using megaphones and drones.

Arrested was Randolph Harper, 34. He was charged with possession of a firearm by a convicted felon and resisting officer without violence, according to a JSO arrest report.
