Williams says PCE first came to the attention of investigators in the summer of 2014.
"Over the last 3 years, there have been dozens of firearm related incidents that can be directly tied to PCE members, including multiple murders. One of those incidents included the tragic shooting death of 22-month-old Aiden McClendon in January 2016. PCE members Henry Hayes and Kquame Richardson... were subsequently arrested for Aiden's murder," says Williams.

Williams says as investigators looked into this crime and others, it became clear that PCE was actually an organized criminal street group.
"Once PCE was identified as a violent gang, we and our law enforcement partners, focused and directed our resources toward identifying the main gang members and dismantling their violent gang, taking the time to build a solid RICO case against these individuals," says Williams.
Williams says the members of PCE were involved in murders, attempted murders, armed robberies, aggravated assaults, burglaries, thefts, and drug sales. He says members also carried firearms and committed violent acts to instill fear in the community and maintain control of what they consider to be their 'territory.'
We're told the 10 suspects are now charged with violation of racketeering laws and conspiracy to violate RICO [the Racketeer Influenced and Corrupt Organizations Act], both of which are first-degree felonies and carry a possible prison sentence of up to 30 years for each charge.
Williams says some of the suspects are facing additional charges, including murder.
