NAS Jax-based Command Master Chief shows "unsatisfactory performance"

A Naval Air Station Jacksonville-based Command Master Chief has been relieved of his leadership duties.

WOKV has confirmed CMDCM Roy B. Carter showed “unsatisfactory performance” over both programs and personnel since taking his position in August 2012. He served as Command Master Chief over Helicopter Maritime Strike Squadron (HSM) 70, based in Jacksonville.

Naval Air Force Atlantic tells us Carter both ineffectively managed the Chief Petty Officers who reported directly to him and improperly handled command program management, which includes several operations he was supposed to directly oversee.

“Command Master Chief fills a unique position of trust and confidence and leadership within a squadron. They serve as both the principle advisor to the Commanding Officer and as a role model for the personnel underneath their leadership,” says Naval Air Force Atlantic Public Affairs Officer Commander Mike Kafka.

We’re told it will be at least a week before any further details about this unsatisfactory performance are released, but the action was justified.

“When that trust and confidence is violated, that leader is no longer effective and needs to be replaced,” Kafka says.

The squadron is currently on deployment, but the change in leadership has taken place. Command Master Chief Kenneth Alvardo is temporarily taking over Carter’s duties.

After returning stateside, Carter will be reassigned to Helicopter Maritime Strike Wing Atlantic in Mayport.  His new role has not yet been determined.
