JACKSONVILLE, Fla. — A new report from the City of Jacksonville’s Office of Inspector General exposes a failure of oversight of the city’s Safety and Crime Reduction Small Grant Program.
It found the nonprofit center tasked with overseeing the program failed to make sure the groups receiving money complied with the rules.

Forty organizations were awarded money. The report said 32 of them could not show proof of completed background checks, even though the staff and volunteers worked with children and vulnerable adults.
The report also said two of the organizations shouldn’t have received funding at all because they didn’t qualify.
