JACKSONVILLE, Fla. — Action News Jax’s Ben Becker has learned the hiring of George Guy as the new CEO of the troubled Jacksonville Housing Authority may be falling apart.
Becker has obtained a draft employment agreement with numerous demands made by Guy, that a source tells Becker could possibly not be approved by the Office of General Counsel or the JHA board.

They are as follows:
- Guy not being required to relocate to Jacksonville within six months
- The ability to take consulting jobs on evenings, weekends, or vacation time
- “Insubordination” and “disgraceful conduct” are not grounds for termination
- $300,000 buyout if fired in the first year and $200,000 buyout if let go in any subsequent years

Action News Jax first reported last week that Guy was offered $310,000 per year and $25,000 for relocation.
The authority advertised a salary range of $250,000 to $300,000 as part of its national search.
Guy, who is the agency’s top pick, currently leads the Fort Wayne Housing Authority in Indiana and is president of the National Association of Housing and Redevelopment Officials.

Becker has reported about issues at the agency for more than a year, including the resignations of former CEO Dwayne Alexander and acting CEO Vanessa Dunn, at least five Office of Inspector General Investigations, and the arrest of former Deputy Chief Financial Officer Greg Williams for credit card fraud.
Dunn is currently the Chief Operating Officer with the Housing Authority of the City of Daytona Beach. Meanwhile, Alexander is now the Executive Director for the Virgin Islands Housing Authority.
The sources also tells Becker to expect a special JHA board meeting on Friday or Monday to discuss the contract demands made by Guy.
