I found a provision in the bill on page 1997. It amends Subparagraph (A) of section 223(d)(2) of the Internal Revenue Code of 1986. Basically it says that your HSA account can only be used to purchase prescription drugs. Couple the restricted HSA usage with the 2.5% excise tax (on all medical devices) in the house version of the bill, and it all makes sense.
