| Foot-and-mouth plan used flawed study By LARRY MARGASAK Associated Press Writer WASHINGTON (AP) -- One of the nation's oldest farm groups says a proposed foot-and-mouth disease research laboratory on the U.S. mainland, near livestock, could be an inviting terrorist target. Commercial livestock representatives insisted that a move from an island laboratory to sites near animals would be safe. Testimony at a House hearing on Thursday showed farmers and ranchers are deeply divided over where to research the most infectious animal-only disease in the world. All sides agreed, however, that there would be an economic catastrophe if a new lab failed to contain the virus within the facility.
